Procurement of mobile flood barriers

Summary

The procurement is for a framework agreement covering the supply, operation and maintenance of mobile, freestanding flood barriers for the Danish Ministry of Defence’s Acquisition and Logistics Organisation, the Danish Emergency Management Agency and 30 municipal rescue services. The barriers will be used for floods and other climate-related incidents, to protect individual assets including critical infrastructure, and as water reservoirs during major firefighting operations. The equipment must be reusable, quick to transport, and capable of being installed and removed manually by a minimal crew. Different heights are sought in addition to the principal height. The framework agreement runs for four years from signature; its estimated value is DKK 20 million, with a maximum value of DKK 25 million. Tenders will be evaluated on price (30%), evaluation requirements (20%), leakage (25%), and setup and efficiency (25%). Bidders must submit an ESPD and the prescribed declaration on compliance with the labour clause, corporate social responsibility obligations and international sanctions. Each bidder may submit only one tender.
