Expert assessment consultancy services for research and development projects

Summary

The procurement covers consultancy services for the expert assessment of research and development projects, applications and related contract amendments. Experts will assess interim and final project reports and applications, take part in project inspections, and provide written and oral advice. Assessments will follow the contracting authority’s questionnaires and may address project results, activities, costs and the justification for changes. The procurement is divided into ten scientific fields: physics, chemistry, biochemistry, computer science, electrical and electronic engineering, chemical engineering, energy and thermal engineering, computer engineering, materials engineering, and mechanical engineering. Separate framework agreements lasting up to 36 months will be concluded for each lot with up to four service providers. A written expert opinion is generally due within 10 working days, with revisions due within no more than 3 working days. Providers must be able to supply suitable experts and must have at least one contract for expert-assessment or similar services in a relevant field. The maximum budget per lot ranges from EUR 4,000 to EUR 75,000 excluding VAT. Services will be ordered as needed at fixed unit or hourly rates.
