Comprehensive consultancy services for the Kulturama project

Summary

Odder Municipality is procuring comprehensive architectural, engineering and related consultancy services for the Kulturama project. The project will transform and extend a former cinema building in central Odder into a hub for cultural, educational and community activities, including spaces for learning, theatre, concerts and associations, a ground-floor café, and additional cinema and multipurpose halls. The existing building is approximately 500 m², with a further 130 m² basement, and is expected to be extended by around 400 m². The estimated contract value is DKK 2.5 million and the planned duration is 36 months from April 2027. Construction management is an optional service. The procurement uses a negotiated procedure. The application deadline is 30 October 2026 at 09:00, and initial tenders are expected from 12 November 2026. The authority expects to invite four applicants to tender. Applicants must provide up to three relevant consultancy references from the previous five years, including at least one demonstrating architectural consultancy experience in a suitable cultural, community, educational or existing-building transformation project. There is no minimum turnover threshold, but applicants must disclose total turnover for the latest completed financial year. Tenders must include a concept proposal, CVs for four key personnel and a description of the proposed sustainability-management approach, as well as prices in the price schedule specified in the tender documents. The evaluation weights are price 25%, concept proposal 40%, key personnel 20% and sustainability 15%. Each of the three unsuccessful tenderers will receive DKK 75,000. Tenderers must provide the required signed declarations concerning exclusion grounds and Russia-related restrictions, and check the tender documents for detailed evidence and submission requirements.
