Supply of New Passenger Cars
Summary
The procurement is for new M1-category passenger cars in two lots. Lot A covers 16 new hybrid passenger cars (HEV or PHEV), with a maximum lot value of EUR 610,000 including VAT. Lot B covers 4 new higher-clearance petrol or hybrid passenger cars (HEV, PHEV or MHEV), with a maximum lot value of EUR 190,000 including VAT. The cars must be delivered in Vilnius by 16 December 2026, and a bid for each lot must cover the entire quantity in that lot. Vehicles must meet the technical, equipment, fuel-consumption and CO2-emission limits; the bid must include evidence of technical compliance. The price must include delivery, registration, at least one month of compulsory motor liability insurance and other contract-performance costs. The minimum warranty is 36 months or 100,000 km, whichever comes first. Bids are evaluated on the price-quality ratio; warranty is assessed for Lot A and propulsion type for Lot B. The tenderer must submit the European Single Procurement Document and the required regulatory declaration with its bid. No qualification criteria have been set, but exclusion grounds and the tender-document restrictions concerning sanctions and national security apply.
