Framework agreement for motor vehicle insurance services

Summary

The procurement is for a 12-month framework agreement for motor vehicle insurance services, under which subsequent contracts will be awarded. It covers compulsory motor third-party liability insurance for at least 381 and up to 661 vehicles, and voluntary CASCO insurance for at least 29 and up to 170 vehicles. The estimated total framework value is RON 3,551,241, and the estimated value of the largest subsequent contract is RON 800,000. The bidder must be properly registered and hold the required insurance authorisation, or be an authorised insurance intermediary with a mandate from the insurer to issue insurance documents. The bidder must also demonstrate that, in the past three years, it has provided motor vehicle insurance services under no more than three contracts with a combined value of at least RON 3,500,000. Initial information is submitted in the European Single Procurement Document; supporting evidence will be requested from the highest-ranked bidder. Bids must be submitted electronically through SEAP, and documents in other languages must be accompanied by an authorised Romanian translation. Price accounts for 90% of the evaluation score. The remaining 10% depends on the proposed instalment terms for insurance premiums: agreeing to quarterly payments without increasing the quoted premiums earns 10 points; agreeing to half-yearly payments earns 5 points; no points are awarded without such agreement.
