Electricity supply for the Municipality of Kyustendil in two lots

Summary

The tender covers electricity supply to the Municipality of Kyustendil in two lots: municipal buildings and facilities, and street lighting. Each lot includes net active electricity and the services needed to forecast consumption, prepare hourly load schedules and assume balancing responsibility. The supplier must act as coordinator of a standard balancing group. Lot 1 also includes installing a remote metering and energy-consumption monitoring system at six selected metering points. The contract runs for 48 months and may, if necessary, be extended until a new contract is concluded, for no more than three additional months. Estimated consumption is approximately 13,400 MWh for lot 1 and 6,800 MWh for lot 2; the respective estimated extension volumes are approximately 840 MWh and 425 MWh. The estimated total procurement value is EUR 3,140,450. Price is the only award criterion: bids are compared on the fixed commercial markup offered per MWh, in euros excluding VAT. Network and other regulated charges, taxes and any additional components resulting from legislative changes are charged separately. Bidders must hold the required electricity trading and standard balancing-group coordinator authorisation and have active registration. They must meet a minimum current ratio of 1.5 and quick ratio of 1 for the 2025 reporting year, and must have completed at least one similar electricity supply totalling at least 1,000 MWh during the previous three years. Bids must be submitted electronically by 2 November 2026. The selected contractor must provide a performance guarantee equal to 1% of the contract value excluding VAT.
