Summary

The tender concerns a framework agreement for assorted furniture for Transilvania University of Brașov, divided into four lots: visitor chairs, mattresses, canteen chairs and other furniture items. The estimated total framework value is RON 2,323,500, and the planned term is 15 months. The estimated values of the lots are RON 462,500, RON 450,000, RON 96,000 and RON 1,315,000, respectively. Bids may be submitted for up to four lots, and the contract may cover all four. Furniture is to be delivered to the university’s premises and halls of residence in Brașov; technical details should be checked in the tender documents. Bids are evaluated on price (40 points), product warranty (20 points), environmental characteristics of primary packaging (20 points) and the number of supply-chain intermediaries (20 points). A warranty of less than 12 months makes a bid non-compliant; 12 months earns 0 points, 13–24 months earns 10 points, and at least 25 months earns 20 points. To obtain the 20 packaging points, cardboard must contain at least 50% recycled material, and plastic packaging must either contain at least 50% recycled material or be biodegradable or compostable under EN 13432. Direct delivery from the manufacturer earns 20 points; one, two or three intermediaries earn 15, 10 or 5 points, respectively, while more than three earn no points. Bids must be submitted electronically by 30 October 2026 at 15:00. Tenderers must provide registration and suitability information and a conflict-of-interest declaration; no tender guarantee is required. Electronic invoicing is required during contract performance.
