Design and construction supervision for energy-efficiency upgrades to residential buildings

Summary

The Municipality of Burgas is procuring consulting services for supervision during the design and construction stages and for energy-efficiency improvements at 33 residential buildings funded through the Recovery and Resilience Facility. The contract is divided into three lots: Lot 1 covers 11 buildings in the Meden Rudnik area, Lot 2 covers 12 buildings in the Izgrev and Zornitsa areas, and Lot 3 covers 10 buildings in the Lazur and Slaveykov areas. A bidder may tender for only one lot and may be awarded only one lot. The services include supervision during design and construction, assessment of design compliance and inspection of the buildings’ technical characteristics. The tender must describe the work methodology and organisation, and provide plans for communication and coordination among the experts and other parties, reporting and problem resolution. The indicative duration is 360 calendar days per building; the overall contract completion deadline is 30 November 2029. Tenders must be submitted by 29 October 2026 at 23:59. Bidders need valid authorisation for construction supervision, the required energy-efficiency registration and competence, professional liability insurance of at least EUR 25,564.59, and minimum turnover during the last three financial years: EUR 150,000 for Lot 1, EUR 250,000 for Lot 2 or EUR 200,000 for Lot 3. They must also have relevant experience in supervision during the design and construction of residential building construction, reconstruction or repair involving energy-efficiency measures, completed within the last three years. Tenders are evaluated on technical quality and price. A tender exceeding the budget set for a lot or any individual building in that lot will be rejected. The successful bidder must provide a performance guarantee equal to 2% of the contract value excluding VAT.
