Permanent restoration and stabilisation of the landslide-affected section of the Pamporovo–Smolyan–Stoykite road

Summary

The tender seeks a contractor to investigate, design and build a permanent solution for the landslide-damaged section of national road III-8641, between Pamporovo and Smolyan–Stoykite, near Smolyan at kilometre 4+000. The work includes investigations, preparation and approval of designs, design supervision during construction, construction and remedying defects during the warranty periods. The planned solution is a three-span bridge, approximately 108 metres long, on deep pile foundations. The landslide-affected area covers about 8,000 m², and the displaced material is estimated at about 60,000 m³. The estimated contract value is EUR 9,060,000. Design is divided into three stages: the first is due within 30 calendar days, while the designs for the later stages must be submitted no later than construction days 150 and 200. Construction must be completed within 550 calendar days. The warranty period is 12 years for the bridge and structures and 3 years for major repairs or reconstruction of the national road. Price accounts for 60 evaluation points and the quality of the proposed approach for up to 40 points. No bid guarantee is required. The performance guarantee is initially 3% of the contract price and is reduced as the works and warranty periods progress. An advance payment of 10% of the construction price may be paid after the required guarantee is provided. Bidders must hold the required construction registration or equivalent right to carry out the work, meet the turnover thresholds for the last three completed financial years, and demonstrate relevant experience designing and building a bridge of at least 50 metres.
