Construction of the Yadenitsa Dam and Pressure Tunnel Connecting to the Chaira Reservoir

Summary

The procurement covers increasing the capacity of the lower reservoir of the Chaira pumped-storage power plant by constructing the Yadenitsa dam and a reversible pressure tunnel connecting the Yadenitsa and Chaira reservoirs. The works include the dam and associated structures, the tunnel and its related intake and shaft structures, service roads, a service building, a physical security system and the necessary connections. The contractor must carry out the construction and installation works and prepare as-built documentation in accordance with the approved design and technical specification. The estimated value is EUR 350,060,000 and the planned duration is up to 60 months. The procedure involves negotiation, and tenders are evaluated on the basis of the lowest total price. Tenders must remain valid for six months. A site visit is mandatory before submitting a request to participate; written permission from the contracting authority is required, and visitors and the bidder’s legal representative must submit a confidentiality declaration. The detailed design will be provided for preparing tenders only to candidates admitted to the procedure. Contract performance will start once the contracting authority confirms that funding is available and the contractor has provided the performance guarantee. The successful tenderer must also provide advance-payment and warranty-period guarantees. To participate, a bidder must hold the required construction registration, have aggregate turnover of at least EUR 250 million over the last three completed financial years, hold professional liability insurance, and demonstrate relevant experience in constructing a large dam and tunnel during the last 15 years. A qualified team of six different people and ISO 9001 and ISO 14001 certificates covering construction, or equivalent arrangements, are also required. Exclusion grounds apply, including certain convictions, unpaid taxes or social security contributions, conflicts of interest, insolvency and serious breaches of previous contracts.
