Development and implementation of the Smart Villages Programme platform

Summary

Vilnius District Municipality is procuring the design, development, configuration, testing, integration and deployment of an innovation platform for entrepreneurship and social inclusion under its Smart Villages Programme. The contract period is up to 12 months, followed by a 36-month warranty. Additional work may be ordered separately in writing at the tendered hourly rate; the offer form provides for up to 170 hours, capped at EUR 10,000 excluding VAT. Price is the sole award criterion. The platform must include content management and an interactive map with up to 10 layers and 1,000 objects, form and enquiry management, analytics and standard full-text search. Search results must be returned within 3 seconds, and the index must be refreshed no later than 15 minutes after content is published or changed. Seven analytics reports are required, each with a period filter, comparison with the previous period, at least one time-series chart, and CSV and XLSX export. The supplier must also deliver documented, working platform-side API endpoints for one-way transfer of content and notifications to the ARTI mobile application; changes on the ARTI side are not required. The system must meet WCAG 2.1 AA accessibility requirements, including keyboard operation and usability at up to 200% zoom. Tenderers must submit a signed offer, the European Single Procurement Document and the required declarations on sanctions, national-security compliance and responsible persons. Offers must be submitted through CVP IS in Lithuanian. No qualification criteria, minimum turnover or prior-experience requirements have been set, and no bid guarantee is required.
