Passenger buses and driver-training bus procurement

Summary

This procurement covers four lots of new buses for Lithuania’s defence system: Lot 1 is for small-capacity passenger buses with additional equipment (minimum 1, maximum 2); Lot 2 for medium-capacity passenger buses (minimum 2, maximum 4); Lot 3 for large-capacity passenger buses (minimum 9, maximum 12); and Lot 4 for one large-capacity driver-training bus. Bidders may tender for one or more lots, but must offer the full scope of each lot. Buses must be new and meet the relevant lot’s technical specifications, including passenger-capacity requirements, operation in hot and cold conditions, Euro VI E or stricter emissions, and specified safety and comfort equipment. The training bus must include an instructor’s station and a dual brake pedal allowing the instructor to take control. The supplier must provide evidence of technical compliance, deliver the buses to Kaunas on DDP terms, and provide the required operating and maintenance training. The contract runs for 36 months. Buses will be ordered as needed; the minimum quantity must be purchased, but purchase of the maximum quantity is not guaranteed. Tenders are evaluated on the price/quality ratio. The bidder must demonstrate its own experience supplying motor vehicles during the preceding three years, with minimum values by lot of EUR 69,425, EUR 347,110, EUR 1,398,345 or EUR 116,530, excluding VAT.
