Mission to support sector ministries in the transition to the programme-based budget

Summary

The tender concerns providing advisory and support services to help sector ministries migrate to a programme-based budget. The objective is to improve programme-based budgeting, strengthen results-based management, and consolidate PAP and CDMT processes to ensure a credible transition to the budget-programme by 2028. Activities include supporting the preparation of PAPs for 2027–2028, developing and updating sector CDMTs, building capacity in GAR and results-based management, and establishing a sustainable performance monitoring system.
