Digital environment and operational support for transferring connected users’ assets to IPTO

Summary

The procurement concerns a 24-month service contract for the integrated design, implementation and operation of a digital environment for managing the transfer of assets belonging to connected users of the Hellenic Electricity Transmission System to the Independent Power Transmission Operator (IPTO). The contractor must also provide operational management, coordination, document and case processing, communications and specialist advice to resolve up to 150 pending cases relating to older, already electrified connections. The estimated total value is EUR 2,100,000 excluding VAT. The base contract budget is EUR 1,400,000 for 24 months, with options of up to EUR 700,000 excluding VAT for an extension of up to 12 months and/or additional cases beyond the planned 150. The tender deadline is 21 October 2026 at 14:00, and tenders must remain valid for 180 days. Participation requires the relevant professional registration, qualifying experience in software systems, document and case management, reporting and business processes, a 13-person specialist team, positive combined EBITDA for 2023–2025, a valid ISO/IEC 27001:2022 or equivalent certificate, and a tender guarantee of 2% of the base estimated value. The bidder must also demonstrate at least three qualifying contracts with a combined value of at least EUR 2,000,000 and at least one contract concerning the analysis and redesign of asset-transfer processes in the critical network-infrastructure sector.
