Integrated operational monitoring information system – financed through a capital contribution

Summary

The tender covers the supply, development and implementation of a new integrated operational monitoring information system for water production and distribution infrastructure. The solution must combine GIS for spatial infrastructure data, modernization of the existing SCADA system, and an integrated IoT and digitalization platform, including smart flow meters, meter-data collection and meter-data management. The system must support integration and interoperability with existing SCADA systems, web and offline operation, GPRS/GSM data transmission, automated or semi-automated synchronization, user-specific access rights, and secure access by username and password. The contract is valued at approximately RON 12,666,667 excluding VAT and must be completed within a maximum of 12 months from the service commencement order. The contract is subject to approval of the contracting entity’s budget and financing; if this condition is not fulfilled by 31 October 2026, the contract will terminate automatically. Electronic invoicing or an electronic process is required. Clarification requests may be submitted up to 19 days before the tender deadline, and the contracting entity plans to respond by the 11th day before the deadline.
