Design and implementation of an energy consumption monitoring system in the Gołdap District Office building under the “Development of public e-services in Gołdap County” project

Summary

The tender covers the design, supply, installation and implementation of an energy consumption monitoring system in the Gołdap District Office building. The work includes supplying and configuring software and equipment, acceptance testing, documentation, training for three people, one month of post-implementation assistance and at least 12 months of maintenance. The system will be used by 3 concurrent users and must be provided with a perpetual licence for an unlimited number of users. The bidder must demonstrate at least two energy-monitoring or building-automation system design and implementation projects performed under separate contracts during the last 3 years, each worth at least PLN 150,000 gross. Technical product information, CE declarations and other required evidence must be submitted with the tender. The tender deadline is 17 September 2026 at 11:00. The main contract works must be completed within 90 days of contract signature and no later than 21 December 2026. Tenders are evaluated by price (55%), shortened delivery period (10%), independently certified supervisory software security (5%), and extended warranty and support for selected products (30%). The bidder may offer a delivery period of 90, 60 or 45 days. For the maintenance service, the response and repair limits are up to 24 hours and 5 working days for a critical failure, up to 48 hours and 7 working days for an error, and up to 48 hours and 21 working days for a minor defect.
