Summary

This architectural competition seeks the best urban-planning and architectural concept design for the teaching building of Tallinn Lasnamäe State Upper Secondary School. Compliance requirements

The ESPD requires declarations concerning grounds for exclusion, including relevant convictions within the previous five years or an ongoing exclusion period for the participant or persons representing, managing or controlling it: participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or human trafficking. Exclusion may also apply for unpaid taxes or social security contributions, enabling the illegal employment of a foreign national, or an international sanctions connection that would make the contract unlawful. Participants established in Russia or Belarus, and entities whose qualifications they rely on that are established there, may not participate. The participant must also confirm that it will not use Russian-related subcontractors or suppliers for more than 10% of the contract value as described in the tender documents. Where legally available, the participant may provide evidence of measures taken to restore its reliability.

Qualification criteria and exclusion grounds

The participant must name the architect responsible for preparing the design in the European Single Procurement Document. The architect must have a higher education degree in architecture and a professional architect qualification under the rules of Estonia, an EU or EEA Member State, or a country party to the WTO Government Procurement Agreement. An architect resident in Estonia must hold at least the qualification of authorised architect, level EQF 7, or an equivalent qualification. The contracting authority will verify qualifications issued in Estonia through the public professional register. For qualifications issued abroad, the participant must provide a copy of the qualification document and evidence from the competent Estonian authority confirming that the foreign qualification is equivalent to the required qualification.
