Compliance requirements
The contracting authority will exclude a bidder if the bidder, or a person authorised to represent, manage or control it, has been convicted of participation in a criminal organisation, breach of integrity obligations or a corrupt act, fraud, terrorism-related offences, money laundering or terrorist financing; enabling illegal employment of a foreign national or breaches of the conditions for employing foreign nationals in Estonia, including paying below the statutory minimum rate; or unlawful use of child labour or trafficking-related offences. A bidder will also be excluded for outstanding state tax, contribution or environmental charge debts under the applicable rules. The authority checks these grounds for the intended successful bidder before signing the contract and, if tax debt is found, allows at least three working days to pay or reschedule it or submit a tax return.
The bidder must also confirm that awarding the contract would not breach an international or Estonian government sanctions measure. The authority may request further information or evidence if there is a justified doubt.
Qualification criteria and exclusion grounds
No specific turnover, prior-experience or certification thresholds are stated in the supplied documents. The tender does, however, set detailed requirements for the technical proposal. The bidder must submit Form II, covering the series concept and content, an initial production plan with team roles, responsibilities and explanations of the suitability of the editor-in-chief, screenwriter, director and executive producer, an adaptable broadcasting schedule and concept, and an initial communications plan. The broadcast concept must address television broadcast times, the main channel, frequency and intensity, repeats, and online catch-up viewing. Broadcasting is planned for April–June 2027.
The bid must also include a commitment signed by an authorised representative of the television channel. It must identify the channel, the broadcast day and time range, and the conditions for repeats and online viewing; the stated details are binding on the bidder. Submit this as a digitally signed .asice or .bdoc file, or as a scanned document bearing a handwritten signature. Provide at least three proposed presenters’ names and brief explanations of their suitability, and confirm that they have agreed to take part in recordings on the dates specified in the technical description. Their own confirmations are not required. Submit the information using Form II.
The bidder must confirm that its offer complies with the tender documents, is not conditional, and presents the total price in the prescribed structure. Any claimed trade secret must be identified and justified; the price and other information used in evaluating the service offer cannot be designated as trade secrets. For a joint bid, appoint an authorised representative and include the power of attorney. Any proposed equivalent solution must be explained and supported by evidence where applicable. Missing information required by the technical description may result in rejection. The submitted documents form the basis of evaluation, and Form II may not be supplemented through explanations.
