Compliance requirements
The bidder must confirm that neither it nor its representatives or management and supervisory body members are subject to exclusion grounds. The checks cover, among other matters, participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, and the use of child labour or human trafficking. Payment of taxes and social security contributions is also checked; the notice sets the threshold at EUR 0, while noting that the tax authority does not issue a tax-debt certificate where the debt is below EUR 100 or payment has been deferred.
The exclusion grounds also cover breaches of environmental, social and labour law obligations, bankruptcy, insolvency or liquidation proceedings, agreements with creditors, assets administered by a liquidator or court, suspended business activities, serious professional misconduct, anti-competitive agreements, conflicts of interest, involvement in preparing the procurement, material breaches of previous contracts, and the submission of false information or failure to provide required documents. The bidder must also confirm that entering into the contract or providing the service would not breach international or Government of the Republic sanctions. Where permitted by the tender documents, a bidder subject to an exclusion ground may submit evidence of measures taken to restore its reliability.
Qualification criteria and exclusion grounds
Between 1 January 2022 and the date on which the contract notice was published in the register, the bidder must have properly completed at least two contracts. Each contract must concern a communication, information, marketing communication or public-relations campaign, or the creation and production of communication materials, and must have a value of at least EUR 50,000 excluding VAT. If a contract overlaps the required period, services properly performed during that period must amount to at least EUR 50,000 excluding VAT. The bidder must provide a list of the contracts with their dates, values and details of the other contracting parties. If the bidder relies on another entity’s capacity, it must also submit an ESPD for that entity; the contracting authority will check that entity for exclusion grounds and the relevant selection criteria.
The team must include at least one project manager, strategic communications consultant, digital marketing strategist, creative director, copywriter, designer and social media specialist. Each must have at least 36 months of work experience in the relevant role between 1 January 2020 and the date on which the contract notice was published; overlapping periods are counted only once. In addition, the project manager, digital marketing strategist, creative director and social media specialist must each have participated, in the relevant role, in developing and delivering at least three integrated marketing communication campaign solutions. The required CV form must be submitted for each team member.
The bid must include the practical assignment “The Estonian Unemployment Insurance Fund as a labour-market expert” communication plan: a strategic vision, an initial schedule and communication plan for November 2026 to February 2027, sample solutions for young people and employers, and a budget. The sample solutions must include 1–2 social-media content examples, with social media as the main channel and one example in short-video format. The budget must cover all development and production costs, including materials, social-media visuals and copy, media space and, where applicable, influencer fees. The bid must comply with the tender documents; where equivalence is offered, supporting evidence must be provided. In a joint bid, a power of attorney for the joint bidders must be included, and any trade secrets must be identified and justified. The bid price and numerical figures related to the award criteria may not be classified as trade secrets.
