The bidder and its representatives must not have final convictions within the last five years, or an ongoing exclusion period, for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or the use of child labour and other forms of human trafficking. The bidder must also have no outstanding tax or social security payment obligations and must not have enabled the employment of unlawfully staying foreign nationals. The bidder must not be subject to an international sanction. Where an exclusion ground exists, the bidder may, where legally permitted or provided for in the tender documents, submit evidence of measures taken to restore its reliability. The bidder must also confirm compliance with the EU sanctions restrictions concerning subcontractors and suppliers.

The bidder must be registered in the commercial register of its country of establishment and provide its registration number and, where required, supporting registration evidence. The average annual turnover for the period 1 January 2023 to 31 December 2025 must be at least EUR 100,000. The bidder must submit the European Single Procurement Document and any other required evidence. The tender must comply with the procurement documents, be unconditional, and include the required technical and pricing information. The tender price must follow the prescribed structure and the attached quantity schedule. Where applicable, the bidder must explain equivalence and provide supporting evidence.
