Compliance requirements
The bidder and its legal representative must not have been convicted in criminal or misdemeanour proceedings for organising or participating in a criminal organisation, violating public procurement requirements, fraud, professional offences or money-laundering offences, unless the relevant entries have been deleted from the criminal record or the penalty is no longer valid under the law of the bidder’s country of residence or establishment. The bidder must not be bankrupt, in liquidation, subject to suspended business activities or in a comparable situation, and compulsory liquidation or a similar proceeding must not have been initiated against it.
Qualification criteria and exclusion grounds
The bidder’s 2025 net sales revenue in the relevant economic activity, namely the production of other wood-processing products, including wood chips and wood wool, must be at least EUR 400,000. The revenue information must be submitted using Form 3. The bidder must have at least two years of experience in selling and supplying wood chips, covering 2024 and 2025. During the last two years, the bidder must have supplied wood chips during the heating season under contracts to at least two boiler houses. This must be demonstrated using Form 4, listing the buyers, transaction periods and quantities supplied. The tender must comply with all procurement document requirements and include a fully completed price table using HD Form 1.
