Compliance requirements
The bidder must confirm that neither the bidder nor its management, governing or supervisory body members have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering, child labour, human trafficking, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. It must also be confirmed that subcontractors or suppliers representing more than 10% of the contract value are not citizens, residents or entities established in the Russian Federation, nor persons or entities owned or controlled by them or acting on their instructions.
Qualification criteria and exclusion grounds
The bidder must have completed at least two development and/or implementation contracts in the last 36 months. At least one contract must concern a personnel and payroll solution for a company with at least 500 employees. For the references, the bidder must provide the contract period and validity, the contracting partner’s name and contact details, or a reference to the public procurement register number.
The bidder must hold an ISO 27001 information security management system certificate or an equivalent quality management system.
The bidder must confirm that the tender complies with the procurement documents, that the tender price is submitted in the required structure, that the software functionality requirements are met, and that the software implementation schedule is submitted in line with the technical description. If the tender is submitted by someone other than the board member recorded in the commercial register, a power of attorney must be provided. In the case of a joint tender, a joint bidders’ power of attorney must be attached.
