The checks cover, among other matters, final convictions within the last five years, or an ongoing exclusion period, for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and illegal use of child labour or human trafficking-related offences. The bidder must confirm compliance with tax and social security payment obligations; the document states a threshold of EUR 0 for the relevant obligation. The notice also covers offences related to enabling the employment of unlawfully staying foreign nationals, compliance with international sanctions, and the bidder’s right to participate in the procurement. Where an exclusion ground applies, evidence of remedial measures restoring the company’s reliability may be submitted in certain cases. The exact evidence and verification procedure should be checked in the tender documents where necessary.

Qualification criteria and exclusion grounds

The machine-readable notice did not specify separate turnover, previous experience or staffing qualification requirements. To demonstrate compliance, the bidder must submit the completed technical offer form with all mandatory fields and references to technical documentation, together with technical documentation for the TIG (AC/DC) and MIG/MAG combined with MMA welding equipment. The bidder must provide manufacturer-issued or authorised-supplier evidence of the right to sell and provide technical support for both types of equipment; where the authorisation is issued by a supplier, the supplier’s manufacturer-issued authorisation must also be included. For both equipment types, the bidder must submit the manufacturer’s EU Declaration of Conformity or an equivalent document demonstrating compliance with Directives 2014/35/EU and 2014/30/EU and with standards EN/IEC 60974-1 and EN/IEC 60974-10 or equivalent requirements. Any additional materials needed to allow the contracting authority to verify compliance with the technical requirements must be provided. The tender must be unconditional and comply with the procurement documents; the price must be submitted in the prescribed structure. Where applicable, equivalence must be explained and supporting evidence attached. The equipment packaging must be easily recyclable, made from renewable resources or reusable, and the instructions must be provided digitally at least in Estonian and English. For a joint tender, a power of attorney for the joint tenderers must be included. The machine-readable notice did not specify separate financial or previous-experience requirements; any additional requirements must be checked in the tender documents.
