Compliance requirements

The bidder must confirm that neither it nor its representatives or management and supervisory body members are subject to grounds for exclusion. These grounds include, among other things, participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, child labour or human trafficking offences, unpaid taxes or social security contributions, bankruptcy or liquidation, suspended business activities, serious professional, competition, environmental, social or labour-law breaches, conflicts of interest, material breaches of previous contracts, and the submission of false information or failure to provide required documents. Domestic exclusion grounds, including sanctions-related restrictions, must also be checked. Where applicable, a bidder may submit evidence of measures taken to restore its reliability. The bidder must confirm that the offered goods are not subject to international sanctions and do not originate from a sanctioned region, and that it will not use, for more than 10% of the contract value, subcontractors or suppliers connected with the Russian Federation where the restriction applies.

Qualification criteria and exclusion grounds

The bidder must have properly completed at least 2 contracts for the sale of police footwear and/or work and safety footwear during the 36 calendar months preceding the start of the procurement. Under each contract, at least 1,500 pairs of footwear must have been sold. The European Single Procurement Document must include a list of the contracts, with their value, dates, other contracting parties and a description of the goods supplied. Before contract signature, the successful bidder may be required to provide supporting confirmations, such as a confirmation from the contracting party or a handover and acceptance certificate. If relying on another entity’s capacity, the bidder must also submit that entity’s European Single Procurement Document and confirmations concerning the absence of exclusion grounds and compliance with the relevant qualification requirement. The bidder must submit an unconditional bid, confirm acceptance of the tender document requirements and provide the price in the required format. The bid must include a footwear size measurement table, offer boots in EU sizes 36–48, and include a conversion table if another sizing system is used. By the tender submission deadline, the bidder must deliver a size 42 product sample to Pärnu Road 139, Tallinn. The sample must be in opaque packaging, marked with the procurement and sample details, and comply with the technical specification; a late or missing sample will result in rejection of the bid. The toe protection and protection class of the boots must comply with EN ISO 20345:2022 or an equivalent standard. The minimum protection class is S3 HRO HI CI WR SRC or equivalent. Compliance must be evidenced with the bid, for example through test reports, production or other certificates, or declarations of conformity. In a joint bid, a power of attorney for the joint bidders must be included, and the bidder must identify any trade secrets and explain their designation.
