Compliance requirements
The bidder may be subject to a contracting authority restriction on submitting a tender based on the bidder’s place of establishment or residence. The bidder must respond to this requirement and, where applicable, provide the relevant electronic evidence, link, code and issuing authority details. The machine-readable notice does not specify the exact list of countries or other details of the restriction; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The machine-readable qualification section does not state separate requirements concerning turnover, previous experience, personnel, certificates or other qualification criteria; any detailed requirements must be checked in the tender documents. The bidder must submit a compliant and unconditional tender and present the tender price using the prescribed structure. If an equivalent solution is offered, its equivalence must be explained and supported by evidence where necessary. In a joint tender, a power of attorney for the joint tenderers must be submitted. The bidder must identify any trade secrets in the tender and explain their designation, or confirm that the tender contains no trade secrets; the tender price and indicators used to evaluate goods tenders may not be designated as trade secrets. During contract performance, the bidder may not use subcontractors or suppliers accounting for more than 10% of the contract value if they are Russian nationals, residents or entities established in Russia, entities directly or indirectly more than 50% owned by such persons or entities, or representatives or instructed entities of such persons or entities. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from a sanctioned region, and that no subcontractor subject to replacement will be used.
