Operating concession for the House of Wines and Local Products

Summary

This concession grants the right to operate the House of Wines and Local Products in Silves as a café or tapas-style business for an initial period of five years. The operator must provide food and drink sales, including wines produced in Silves and local food products. At least 60% of the proposed products must be traditional products produced in Silves, and the wine selection must be representative and varied. If Silves products are unavailable, sales of products from the Algarve region may be authorised under conditions set by the municipality. The bid must state the monthly payment offered to the municipality (at least €300 per month, excluding VAT), include a CV and supporting evidence of relevant experience operating a similar establishment, and describe the products to be sold, their origin and, where possible, include product images and information sheets. The evaluation considers the monthly payment (40%), the proposed products excluding wine (30%), the tenderer’s professional experience (20%) and the company’s registered location (10%). The successful tenderer must provide a performance guarantee equal to two monthly payments. The contract initially runs for five years and may be extended in successive three-year periods unless properly terminated. The premises must open at least six days per week: 9:00–22:00 in winter and 9:00–24:00 in summer. Bids must be submitted electronically by 17:00 on 29 October 2026 and remain valid for 66 days from the submission deadline.
