Supply of 75 laptops for remote working

Summary

The procurement covers 75 laptops and related accessories for remote working by Casa Pia de Lisboa staff. Each laptop must have at least an i5 or Ryzen 5 processor, 6 cores and 12 threads, 16 GB DDR4 memory, a screen of at least 15.6 inches, and an NVMe drive of at least 480 GB with a speed of at least 1,500 MB/s and an MTDF reliability rating of at least 1,500,000 hours. Required features include HDMI, an HD webcam, built-in speakers and microphone, Ethernet of at least 1 Gbit/s, Wi-Fi 6, Bluetooth 5, a combined audio jack, at least two USB-A ports and one USB-C port with video output, a Portuguese QWERTY keyboard, Precision TouchPad, Windows 11 Pro or later, and smart-card reader compliance. The supply must also include two USB-C docking stations, an additional power adapter, a durable rainproof laptop bag with a reinforced compartment, two wired USB keyboards, two wired USB mice, and a USB headset. Laptops must have a warranty of at least three years with collection of equipment from the purchaser’s premises. The base price is EUR 67,500 excluding VAT, and delivery is due within 60 days of the order being sent to Casa Pia de Lisboa’s Central Services warehouse in Lisbon. The bid must state unit and total prices, the VAT rate, delivery time, payment terms and warranty period in whole years, and identify the proposed equipment with a link or document proving each technical specification. Price accounts for 70% of the evaluation and warranty for 30%; a three-year warranty scores 70 points, four years 80, five years 90, and more than five years 100. Bids must be submitted through ACINGOV in Portuguese, signed, by 23:59 on 8 October 2026; technical documents may be in English if unavailable in Portuguese. Bids must remain valid for 66 days. The successful bidder must submit the required qualification and authority documents within five days of award notification. No bid guarantee is required, and variant bids are not permitted.
