Water-clarification sludge transport services – Lots 1 and 2

Summary

Águas do Algarve is procuring sludge transport services in two lots. Lot 1 covers transport of water-clarification sludge from the Tavira water treatment plant sludge park to CIMPOR’s production centre in Loulé. The estimated quantity is 8,700 tonnes, with an average load of about 25 tonnes; the contractor is responsible for loading and must provide suitable loading equipment. Up to six deliveries per day may be made during each transport season, with work scheduled on weekdays between 9:00 and 17:00. Lot 2 covers transport from the Fontaínhas water treatment plant to the Alcantarilha sludge park and rental of a 9 m³ sludge container. An estimated 300 trips are planned over the contract period; collections are normally required two to three times per week and daily in summer, including weekends, sometimes both in the morning and afternoon. The total estimated ceiling is €203,100 excluding VAT: €113,100 for Lot 1 and €90,000 for Lot 2. The contract runs for 24 months and may be renewed once for a further 12 months. Bidders may submit an offer for either or both lots, with a separate complete offer for each. Offers are due by 30 October 2026 at 18:00 and must remain valid for 90 days. Price is the sole award criterion, and unit prices must not exceed the stated ceilings. Bidders must describe their proposed method, team, vehicles and equipment, and environmental and safety measures. The successful bidder must provide the required permits and staff qualification evidence, insurance documents, and a performance guarantee equal to 5% of the contract price excluding VAT.
