Supply of an unmanned aircraft, payloads, accessories, software and training

Summary

The procurement covers the supply to the Municipality of Funchal of one professional multirotor unmanned aircraft, payloads, accessories, software and licences, training, consultancy and maintenance. The package includes, among other items, remote controllers, a GNSS/RTK base station, RGB, thermal, LiDAR and multispectral cameras, batteries, charging equipment and a mount allowing at least two payloads to be fitted at once. The aircraft must have a payload capacity of at least 6 kg, a minimum speed of 20 m/s, a take-off altitude of at least 7,000 m and a flight time of at least 40 minutes under the specified reference conditions with the multisensor thermal camera and its mount. It must also have a maximum traversable flight distance exceeding 25 km, obstacle detection, at least IP55 protection and wind resistance of at least 10 m/s; the distance does not authorise flight over that range. The supplier must deliver, install and configure the equipment and licences, provide technical support, conduct two Portuguese-language courses for eight trainees each, and provide technical and aviation consultancy for 12 months. A three-year preventive maintenance plan must be supplied; the conformity warranty also lasts three years. Delivery, installation and training must be completed within 120 days of contract signature. The maximum tender price is EUR 105,413.77 excluding VAT, and price is the sole award criterion; bids exceeding the ceiling will be excluded. The tender must include the required technical evidence, solution description, training and maintenance plans, and itemised pricing. Bids must be submitted in Portuguese and remain valid for 120 days. The submission deadline is 11 October 2026 at 23:59; variant bids and a tender guarantee are not permitted or required.
