Supply and installation of police livery and emergency systems in municipal police vehicles

Summary

The procurement covers the supply and installation of police livery and emergency systems for 50 Lisbon Municipal Police vehicles. The fleet comprises 30 Volkswagen ID.3 passenger cars and 20 Ford Transit Custom vans: eight TP5/6 vehicles with interior office conversions, including message panels for four; one 2/3-seat van; three unmarked 2/3-seat and two unmarked 9-seat vans; and six marked 9-seat vans. The vehicles must receive the specified police livery, emergency lighting and sound systems, and, where required for the vehicle type, traffic or message panels. The vans with office conversions must be fitted with a workspace for two operators. The maximum budget is EUR 179,800 excluding VAT, and price is the sole award criterion. Delivery and installation must be completed within 90 days after contract signature and handover of the vehicles by the contracting authority. Offers must be submitted electronically in Portuguese by 12 October 2026 at 17:00; variants are not permitted. The bidder must meet the vehicle-specific technical requirements, including specified certifications and warranties, provide the Portuguese-language documentation needed to use the equipment, and deliver at least one hour of training for at least 12 police officers. No bid security is required.
