Supply of four backhoe loaders

Summary

The procurement is for four backhoe loaders for the Portuguese Air Force, to support general airfield engineering work, including earthmoving and trenching. The maximum budget is EUR 495,000 excluding VAT, and price is the sole award criterion. The bid must cover all four machines; variants are not allowed. Bids are due electronically by 23:00 on 28 October 2026 and must remain valid for 66 days. Bidders must submit the European Single Procurement Document, the total price and delivery period, and catalogues or technical specifications for the proposed equipment. The bid must comply with the tender documents and state the price excluding VAT together with the applicable VAT information. Each machine must have a diesel engine meeting at least EU Stage V emissions standards, with displacement of at least 3,500 cm³ and net power of at least 65 kW. It must have at least four gears, four-wheel drive, reinforced axles with oil-bathed ends, a rear differential lock and industrial traction tyres. Minimum speeds are 30 km/h forward and 20 km/h in reverse; steering must act on the front wheels only. Required features include front and rear LED work lights and cab-controlled hydraulics for loader and excavator operations: pressure of at least 230 bar, pump output of at least 160 L/min, parallel and cross-pattern boom controls (ISO/SAE), and hydraulically assisted side-shift of the extendable backhoe boom. The cab must have FOPS and ROPS protection, an adjustable suspended seat, air conditioning, radio, rear-opening window, windscreen washer and wiper, and at least two exterior mirrors and one interior mirror. Maximum dimensions are 6,200 mm long in road-travel configuration, 3,000 mm to the top of the cab, 3,800 mm transport height and 2,500 mm wide; operating weight must be below 8,500 kg. The fuel tank must hold at least 130 L and the AdBlue tank at least 13 L. The front bucket must be at least 2,300 mm wide, have capacity of at least 1 m³, discharge at a height of at least 2,750 mm and lift more than 5,000 kg at the starting point. Backhoe digging depth must be at least 4,500 mm with the boom retracted and 5,500 mm extended; bucket digging force with the boom retracted must be at least 6,250 kg, with a 180-degree boom swing. Required equipment includes a quick coupler for the backhoe bucket, extendable boom, rear stabilisers, spare front wheel, metal fuel-tank guard, and lockable doors and externally accessible fluid-filler caps. Each machine must include the specified warning and safety equipment, including a reversing alarm, seat belt, fire extinguisher, safety vest and warning triangles. The paint must be matt olive green, RAL 6006, and the required fuel, centre-of-gravity and tyre-pressure markings must be provided. Shared accessories for the four machines comprise four 400 mm backhoe buckets, four 600 mm backhoe buckets, one 1,400 mm cleaning bucket, two multifunction front buckets with teeth, clamps and forks, two front buckets with teeth and forks, and one ripper. Delivery is due within 45 days of contract signature and no later than 30 December 2026, on DDP terms, to the Airfield Engineering Centre in Alverca do Ribatejo. The bid must include a maintenance contract for each machine covering its first 2,000 operating hours or four years, with at least one annual service. The warranty must last at least 24 months. On delivery, the supplier must provide the CE declaration of conformity and the machine’s warranty and service documentation. The supplier must train users and mechanics and provide user manuals in Portuguese and parts and workshop manuals in Portuguese and/or English.
