Maintenance and quality assurance of Madeira air quality monitoring equipment

Summary

The contract covers 36 months, from 1 April 2027 to 31 March 2030, of preventive and corrective maintenance for the air quality monitoring network equipment in the Autonomous Region of Madeira, together with quality control and assurance of measurement data. The work covers the fixed stations at São Gonçalo, São João and Santana and the mobile station operating on Madeira and Porto Santo. Equipment includes gas and particulate analysers, meteorological instruments, data loggers and support systems. The contractor must also maintain station cabins and auxiliary equipment, fire-extinguishing and air-conditioning systems, and fixed platforms and fences; cabin structural components are excluded. Preventive maintenance is performed every two weeks, while corrective work is carried out when requested or when a fault is identified or suspected. The contractor must follow the specified inspection, testing and calibration intervals for each equipment type, safeguard measurement-data quality, and use properly calibrated and certified equipment. Response to corrective-maintenance requests must be within 6 hours on Madeira and 12 hours on Porto Santo. Monthly reports covering all work are due no later than 10 working days after each month ends. The contractor must provide the necessary tools, calibration equipment, consumables and spare-parts stock. The maximum budget is EUR 415,656 excluding VAT, price is the sole award criterion, and tenders are due by 23:59 on 29 October 2026. Tenders must be submitted electronically with the required documents and qualified electronic signatures; variants are not allowed, and bids must remain valid for 90 days.
