Services to prepare flood-risk maps and the flood risk management plan for Madeira 2028–2033
Summary
The contract covers the preparation of flood-risk maps and the review and update of the Madeira Autonomous Region’s Flood Risk Management Plan, PGRI RAM 2028–2033. The work includes analysing existing data and maps, carrying out supplementary field surveys if needed, and hydrological and hydraulic modelling of river, rainfall and coastal flooding. Flood-prone areas and risks must be mapped for 20-, 100- and 1,000-year return periods; the risk assessment must address potential effects on people, the environment, economic activity and cultural heritage. The contractor will update topographic and hydrographic mapping, prepare the flood risk management plan and its strategic environmental assessment, update the online geovisualiser, and produce reports, public-consultation materials and two publications, one technical and one non-technical. Public consultation on the plan and environmental assessment must run for at least 90 days and include two in-person sessions; consultation on the mapping lasts 30 days and includes one in-person session. The contract lasts 14 months, with phases due 15 days and 3, 4, 10, 12 and 14 months after contract signature. The estimated base price is EUR 409,736.83 excluding VAT, and price is the sole award criterion. Bids must be submitted electronically by 29 October 2026 at 23:59 and remain valid for 150 days after the submission deadline. Variants are not permitted, and no bid guarantee is required. Bidders are expected to provide a service provider with relevant experience and a team with the required coordinators and specialist expertise; detailed requirements and methodology specifications are in the tender documents.
