Installation and maintenance of an urban logistics monitoring project

Summary

The Municipality of Porto is procuring the supply, installation and maintenance of equipment and a solution for an urban logistics monitoring project. The procurement has three lots: monitoring a defined urban area (maximum budget €90,000), monitoring loading and unloading locations (€50,000), and a reservation-management platform (€110,000). The maximum budget for a combined offer covering all lots is €250,000; all amounts exclude VAT. Bidders may tender for one or more individual lots or for all lots as a combined offer, and up to three lots may be awarded to one bidder. The contract runs for one year and may be renewed once. The bid must include prices, a solution description with technical details of equipment and applications, location and coverage maps, network and communications arrangements, an implementation schedule, and evidence of the technical coordinator’s qualifications and experience. The coordinator must hold an engineering degree in civil, computer or electrical engineering, have at least five years of engineering experience, and be registered with the relevant Portuguese engineering professional body. Price is the sole award criterion. Bids must be submitted via the ACIN platform by 28 October 2026 at 17:00; variant bids are not allowed. Bids must remain valid for 66 working days. No tender guarantee is required.
