Accommodation management, brokerage and booking services for CP employees

Summary

CP – Comboios de Portugal is procuring, for up to seven months, the management, brokerage and booking of accommodation for employees travelling on operational assignments in Portugal, Spain and, where needed, other locations. The services include finding suitable accommodation, making, changing and cancelling bookings, securing the best available market terms, issuing vouchers, and providing operational support to the authority and its employees. The provider must offer round-the-clock contact and emergency support, confirm bookings in writing and arrange equivalent or better alternative accommodation when problems arise. Ordinary requests must be answered within four hours and urgent same-day requests within 30 minutes; the response time for critical incidents is up to 15 minutes and the resolution time up to 60 minutes. The contract ends after seven months or when its ceiling of EUR 2,159,706.50 excluding VAT is reached, whichever occurs first. Maximum nightly rates vary by location; the charge for a booking, change or cancellation may not exceed EUR 5, and no unquoted additional fees may be charged. Accommodation should be selected with priority given to proximity to the work location and value for money; at least three alternatives should be offered where possible, and breakfast is included in the price. The sole award criterion is the lowest unit commission for a booking and for a booking change or cancellation. Bids must be submitted electronically by 28 October 2026 at 23:59. The successful tenderer may be required to provide a guarantee of 5% of the contract price. The tender procedure rules specify a minimum bid-validity period of 66 days, while the contract notice states 120 days; bidders should verify the applicable period.
