Supply of equipment for the onboard system on CP rolling stock

Summary

CP – Comboios de Portugal is procuring equipment in three lots for installing its onboard system (IAB) on its rolling stock: communication equipment, onboard network equipment and onboard computing equipment. The total budget ceiling is EUR 1,327,000 excluding VAT; the ceilings are EUR 637,500, EUR 531,000 and EUR 158,500 respectively. Bids may cover one, several or all three lots, and all three lots may be awarded to one bidder. Price is the sole award criterion. The bidder must supply new equipment in the models and quantities listed in the tender documents, or demonstrate that proposed equivalent models have at least equivalent technical characteristics. Equivalent equipment must pass compatibility tests with the IAB system, including checks for electronic and environmental compatibility, physical robustness and heat dissipation; the enclosure, management and monitoring interfaces must also be compatible. Open-source operating systems and EN 50155 are required where specified. WAVECOM communication equipment must include three years of maintenance, replacement by the next business day in case of failure, and cloud-based monitoring for three years. Equipment must be delivered to CP’s premises in Amadora according to the lot-specific schedules: some quantities by 31 December 2026 and the remainder by 31 March 2027. The contract must be completed by 30 November 2027. The supplier bears transportation and delivery costs and must provide technical documentation and, where applicable, user manuals. Documents must be in Portuguese unless CP expressly accepts another language. Bids must be submitted through the ACIN electronic platform by 28 October 2026 at 23:59. Variants are not permitted, and bids must remain valid for 66 days. The successful bidder must provide a guarantee equal to 5% of the contract price within 10 days of receiving the award notification.
