Upgrade of a cardiopulmonary exercise testing system

Summary

The procurement is for an upgrade to a cardiopulmonary exercise testing (CPET) system for the Estuário do Tejo Local Health Unit. The supply must include the required software, hardware, accessories and consumables, as well as installation, integration, initial calibration and user training. The system must be compatible with the existing GE CardioSoft software, GE T2100-ST2 treadmill and GE eBike III Comfort cycle ergometer, and allow automatic control of the ergometers. Technical requirements include real-time breath-by-breath respiratory analysis, continuous measurement of respiratory and metabolic variables, automatic calculation of physiological measures, reporting and data export. The supply must also include a dedicated computer, either at least two vertically mounted 22-inch monitors or an ultrawide monitor with equivalent viewing area, and the specified sampling lines, masks and calibration syringe. The system must be a CE-marked medical device and comply with applicable IEC 60601 standards. The estimated maximum price is EUR 39,900 excluding VAT, and delivery is due within 40 days. Bids must be submitted in Portuguese through VORTAL by 17:00 on 9 October 2026 and remain valid for 120 days. Price carries 40% and quality 60% of the evaluation; quality points are available for the additional features listed in the tender documents. Bidders must provide the required declaration and response form, commercial-register and representation-authority evidence, a technical description and the total price. The successful bidder must also submit the required eligibility and other documents within five working days of notification.
