Procurement of Two Ultrasound Scanners

Summary

The procurement covers two ultrasound scanners in separate lots: one for an operating theatre (Lot 1, maximum budget EUR 68,000 excluding VAT) and one for gynaecology/obstetrics (Lot 2, maximum EUR 80,000 excluding VAT). The total maximum budget is EUR 148,000 excluding VAT. Bidders may tender for either or both lots, and the award decision is made separately for each lot. The equipment must be delivered, installed, configured and commissioned within 40 days. It must be new, meet the applicable technical minimum requirements for its lot, and include the accessories needed for operation and Portuguese user manuals. The Lot 1 scanner must support operating-theatre procedures and provide the required Doppler and needle-tracking functions, clinical programmes, probe set, at least 256 GB of storage, USB and DICOM connectivity, and HDMI output. The Lot 2 scanner must meet the gynaecology and obstetrics imaging requirements, including 3D/4D capability, the specified workstation and imaging modes, and three probes with defined frequency ranges. Offers must be submitted electronically in Portuguese and include the required declaration and response form, the price for each lot bid for, a detailed technical description, evidence for additional features to be scored, and the proposed delivery, installation and commissioning period. Offers must be signed using a qualified electronic signature and remain valid for 120 days; alternative offers are not permitted. The submission deadline is 9 October 2026 at 17:00. In each lot, price accounts for 60% of the score and evaluated technical features for 40%. The supplier must provide a warranty of at least three years; technical response-time and spare-parts availability requirements vary by lot.
