Collection and processing services for scrap metal and end-of-life vehicles
Summary
The Municipality of Almeirim is tendering two lots for the collection, loading and transport of waste classified as scrap metal and end-of-life vehicles (ELVs). Lot 1 covers the collection, transport and destruction of vehicles; Lot 2 covers the collection and transport of iron, stainless steel, aluminium and copper for appropriate recovery or treatment. The work will take place in the Almeirim area over two years. The contractor must provide its own staff and equipment and pay the municipality for the materials actually collected. The bidder’s unit prices must be at least: €80 per passenger and/or goods vehicle (100 vehicles); €150 per tonne for trailers, mopeds, motorcycles, heavy vehicles, machinery, vehicle bodies and cut-up vehicles used for fire-service or police training (50 tonnes). The scrap-metal minimum prices are €200 per tonne for iron (50 tonnes), €800 per tonne for stainless steel (1 tonne), €1,100 per tonne for aluminium (1 tonne) and €7,500 per tonne for copper (0.2 tonnes). The expected minimum revenue to the municipality is €28,900. Award criteria vary by lot: for vehicles, 90% is the unit price for the specified passenger and goods vehicles and 10% the per-tonne price for the other vehicle categories; for scrap metal, iron is weighted at 45%, stainless steel at 25%, aluminium at 25% and copper at 5%. Bidders must be legally authorised to store, sort, treat and dispose of waste and submit the licences required for the activities. Bids must be submitted electronically in Portuguese with a qualified electronic signature; variants are not permitted, and bids must remain valid for 66 days. The submission deadline is 11 October 2026 at 23:59. Contract performance requires compliance with waste-transport and environmental-safety rules, electronic waste tracking documents, and submission of weighing and destruction records. ELVs must be removed no later than five working days after the relevant collection operation is ordered, and a destruction certificate must be issued within ten working days after the last vehicle in that collection operation is removed.
