Interior cleaning services for APS buildings in Sines

Summary

The tender covers regular interior cleaning of APS buildings and facilities within its jurisdiction in Sines, window cleaning, and additional cleaning when required. The sites include administrative, technical, medical and fire-service buildings, the port services building, vehicle collection premises, an electrical substation, eight transformer stations, other APS buildings, Porto de Abrigo containers, access gatehouses and the Port Cyber Arena. Tasks include cleaning and disinfecting surfaces, floors and sanitary facilities, sorting and removing waste, washing interior and exterior windows, and replenishing supplies. Frequency and working hours vary by site; some services are required daily, including weekends and public holidays. The contractor supplies cleaning products, equipment and a vehicle for travel between sites. APS supplies bathroom hygiene consumables, water and electricity. The contract runs for 12 months from 1 January 2027 and may be renewed twice for 12 months each, for a maximum total term of 36 months. The maximum contract value is EUR 420,000 excluding VAT for the initial term and both possible renewals. The price schedule also provides for variable work: 150 regular working hours and 60 overtime hours. Price is the sole award criterion. Bids must be submitted through Vortal by 20 October 2026 at 23:59 and remain valid for 66 days. Variant bids are not allowed. A bidder must have a registered office or branch no more than 50 km from Sines. A fixed team of at least 10 people is required, and the successful bidder must provide a performance security equal to 5% of the annual price.
