Procurement of COVID-19 rapid antigen tests

Summary

The procurement is for 22,000 rapid antigen tests for COVID-19, influenza A/B, RSV and adenovirus for the Algarve local health unit. The estimated total value is EUR 28,600 excluding VAT, and the unit price must not exceed EUR 1.30 excluding VAT. Deliveries are to be made in stages during 2027 as required by the health unit’s different facilities; the contract is expected to run for one year and until 31 December 2027. Products must have a shelf life of at least 18 months when delivered. Products with less than six months’ shelf life must be replaced at no extra cost. Deliveries must include the batch-use authorisation certificate, and packaging must display the required information in Portuguese. Bidders must submit prices and a technical data sheet, together with the required product registration, licensing and marketing-authorisation documents. Price accounts for 50% of the evaluation; the remaining 50% depends on product features, including test reading capability, sensitivity and specificity compared with RT-PCR, an individualised reagent, a result reading time of under 20 minutes, and nasopharyngeal and oropharyngeal swabs. The submission deadline is 12 October 2026 at 17:00, and bids must remain valid for 120 days. The successful tenderer must provide the required eligibility documents within five working days and a 5% contract guarantee within 10 days.
