Digital certificate lifecycle management solution and SSL certificate issuance for public administration

Summary

The procurement is for a SaaS-based or equivalent digital certificate lifecycle management (CLM) solution for public administration, including SSL/TLS certificate issuance and implementation, configuration, integration, initial administration, training, documentation and 12 months of technical support. The platform must manage up to 2,500 certificates and, over 12 months, support the issuance of up to 800 DV, OV or EV certificates and management of up to 800 additional domains. The maximum budget is EUR 183,000 excluding VAT; tenders are due by 23:59 on 14 October 2026. Tenders are evaluated on price (40%), technical quality (40%), and the support model and service levels (20%). Bidders must submit a fixed total price and prices for all four components, and provide documentary evidence that the solution meets the requirements. Required submissions include a compliance matrix, manufacturer evidence, architecture and integration descriptions, security and data-protection evidence, implementation, testing and training plans, and a description of support and service levels. A valid ISO/IEC 27001 certificate or equivalent independent evidence is required. The tender must be electronically signed as required.
