Renewal of simulation software licences for product development

Summary

BIKiNNOV is procuring the renewal and maintenance of simulation software licences used for product development. The supply covers Ansys Discovery Enterprise, Ansys CFD Enterprise, Ansys Mechanical Enterprise, Ansys LS-DYNA and LS-DYNA HPC-8, Ansys HPC Workgroup 16, GRANTA Selector and Materials Data for Simulation, seven GRANTA Advanced Materials databases, a SolidWorks geometry interface, and access to Ansys Learning Hub for at least six accounts. The licences must support network use and include at least 36 months of active maintenance, updates, fixes, documentation and specialist remote support; they must also remain compatible with the existing network licensing system and previously created files and projects. The supplier must deliver, install and commission the software no later than five days after signing the contract or by 31 December 2026, whichever comes first. The software must be carbon-neutral or, if no such alternative exists, among the sector’s best environmental performers, and must comply with environmental legislation. The maximum budget is EUR 230,000 excluding VAT, and price is the sole award criterion. Bids must be submitted electronically by 17:00 on 25 October 2026 and remain valid for 90 days. Bidders must submit the European Single Procurement Document, their bid, CVs of the technicians assigned to the contract, a commercial-register document and an environmental compliance declaration. Joint bids and variants are not permitted.
