Fundão Urban Restructuring Programme

Summary

The tender concerns planning and urban-development services to support the implementation of Fundão’s urban restructuring programme. The work includes a proposal to improve the public realm and pedestrian environment of Avenida da Liberdade, with a plan at a scale of at least 1:500; analysis and reorganisation proposals for the city’s through-traffic network; and specialist urban-planning advice for up to 18 months. The traffic work includes identifying, characterising and counting traffic flows on the main routes through the city, and proposals to reduce bottlenecks, improve access to the city and reduce through-traffic on Avenida da Liberdade. Advisory services may cover an average of up to four matters per month and include up to six requested on-site visits. The total ceiling price is EUR 73,800 excluding VAT. The contract runs for 18 months, with a six-month deadline for each of the two planning phases. Bids are evaluated on price and the coordinator’s technical quality, weighted equally at 50% each. The bid must include a work methodology and schedule, the coordinator’s CV and supporting evidence, the roles of the other team members, the required declarations and a price proposal. Bids must be submitted in Portuguese or with a legalised translation and signed electronically using a qualified signature. The submission deadline is 7 October 2026 at 17:00. Variant bids are not permitted and no bid guarantee is required.
