Management of the Municipal Cemetery in Tarnobrzeg for 2027–2029

Summary

The City of Tarnobrzeg is procuring municipal cemetery management and maintenance services for 36 months, starting no earlier than 1 January 2027. The work includes cemetery administration and visitor services, management of burial plots, maintenance of cemetery registers and the electronic grave records, arrangements related to funerals, collection and transfer to the city of burial-plot fees, upkeep of cemetery infrastructure, minor repairs, cleanliness and grounds maintenance, and protection of property. The administrator must allow authorised funeral and other service providers to operate at the cemetery and supervise funerals and grave works. The bidder must provide at least 6 staff members, the specified maintenance and groundskeeping equipment, and a refrigerated room with at least 8 places and a temperature not exceeding 4°C. The bidder must also show at least one properly performed municipal cemetery management and maintenance service during the previous three years, for a cemetery of at least 10 hectares and with an annual service value of at least PLN 100,000. The bid must include a declaration confirming compliance with the participation conditions and absence of exclusion grounds; the highest-ranked bidder must provide qualification evidence when requested. Where the nature of the work requires it, personnel performing the contract must be employed under employment contracts. The successful bidder must provide performance security equal to 5% of the total contract price. Bids are evaluated on price (60%), cemetery office availability (20%), and the number of places in the cold room (20%). For office availability, weekday hours of 7:00–15:00, 7:00–16:00, or 7:00–17:00 score 0, 5, or 10 points, respectively; Saturday hours of 10:00–14:00, 9:00–15:00, or 8:00–15:00 score 3, 7, or 10 points. A cold room with 8 places scores 0 points, 10 places scores 5, 12 places scores 10, and 14 or more places scores 20. No bid security is required.
