Summary

The Municipality of Rzeszów is procuring domestic and international postal services for 1 January to 31 December 2027; the contract may begin upon signature but not before 1 January 2027. The estimated volume is 388,239 items. The services cover the acceptance, sorting, transport and delivery of registered and unregistered letters, priority mail, parcels, priority parcels and unaddressed printed matter; the return of undelivered items; the assignment of tracking numbers; and delivery confirmations. On weekdays, the contractor must collect mail from the municipal office at Rynek 12 between 15:00 and 15:30. Mail held in post-office box 1080 at the post office on Moniuszki 1 must be collected and delivered to the municipal office on the same weekday between 07:30 and 08:00. The contractor must provide online tracking for registered domestic mail and have at least 20 collection points within Rzeszów. It must also enable the municipality to lodge items at a postal facility no more than 1 km from its office, open until at least 18:00. The service and operational requirements set out in the tender documents must be observed. Bidders must be authorised to provide postal services, as evidenced by registration in the postal operators’ register or a valid licence. No financial-capacity, technical-capacity or previous-experience thresholds are set. Bids must be submitted in Polish with the required declarations, completed price form and proof of the signatory’s authority, and must be electronically signed using an accepted method. The contractor must employ under employment contracts the staff carrying out domestic postal operations. Price is the sole award criterion. The bid submission deadline is 12 October 2026 at 10:00.
