Diagnosis of Neurodevelopmental Disorders in Children

Summary

The contract is for one provider to coordinate multidisciplinary assessment of neurodevelopmental disorders in children aged 0–7 who are in foster care in Lubusz Voivodeship. The assessment comprises psychological evaluation, sensory integration assessment and neurological speech-language assessment. One provider must coordinate services at two diagnostic centres, and every specialist who examines a child must attend that child’s diagnostic case conference. The conference produces a joint interdisciplinary opinion with findings, conclusions and recommendations for further support, which must be sent to the contracting authority within 7 working days. The maximum volume is 811 children: up to 1,622 hours each of psychological and sensory integration assessment, with a maximum of 2 hours per child in each module; and up to 811 hours of neurological speech-language assessment, or 1 hour per child. One consultation hour is 60 minutes. No minimum number of children or hours is guaranteed, and payment is due only for services actually delivered and accepted. Services are to be provided at centres in Gorzów Wielkopolski and Zielona Góra; one centre may be relocated subject to the conditions in the tender documents. The provider bears travel and centre operating costs. Assessment must normally begin within 14 calendar days of referral, and all three modules should normally be completed in one day. The contract runs until 30 November 2027 or until the maximum volume is reached, whichever occurs first. Bids are evaluated on price (40%) and the team’s experience above the minimum requirement (60%). Additional experience for each of the three specialist roles is scored separately: 13–24 months earns 5 points, 25–48 months earns 10 points, and 49 months or more earns 20 points; the required minimum experience does not count. The bidder must provide appropriately qualified specialists, accessible and equipped premises, the required insurance and compliance with child-protection requirements. The bid must be submitted in Polish, electronically and with a valid electronic signature. The submission deadline is 12 October 2026 at 9:00.
