Employment activation services for participants in the LORNETKA project in Świebodzin County

Summary

The procurement covers a comprehensive employment activation service for 40 participants in the LORNETKA project in Świebodzin County. The contract runs from signature until 31 December 2026 and includes preparing an individual action plan and vocational competency tests for each participant; career guidance and psychological, legal and business counselling; arranging vocational courses and training, possible external examinations and documents certifying skills or qualifications. The provider must also administer training stipends and any eligible reimbursements, provide employment-coach support and, where needed, disability-assistant support, arrange at least two meetings with employers, deliver social-skills training, provide meals on training days and accident insurance, and maintain full project records. With all 40 participants enrolled, the intended outcomes are at least 30 participants improving their qualifications and at least 6 starting work after the programme. The tender must offer one fixed lump-sum price for the complete service. This is a reserved procurement: only eligible organisations focused on social and occupational integration may participate, and at least 30% of the relevant workforce must belong to the eligible groups. Each joint tenderer must meet this condition individually. The tenderer must have properly delivered at least one relevant service in the last three years, worth at least PLN 100,000 gross and covering at least 15 people, and must provide a team with the specified qualifications and experience. Employment-coach support must be at least 8 hours per participant. Tenders are assessed on price (60%), staff experience (20%) and additional employment-coach hours (20%).
