Construction of household wastewater treatment plants in Ostrów Mazowiecka Municipality

Summary

The tender covers the design and construction of 52 household wastewater treatment plants in Ostrów Mazowiecka Municipality under a design-and-build arrangement: 41 plants with capacity up to 0.6 m³ per day and 11 with capacity of 0.6–0.9 m³ per day. The contractor must prepare designs for all 52 plants, carry out the necessary geotechnical investigations and coordination, obtain written landowner consents, build and commission the plants, train users and provide as-built documentation. The works must be completed within six months of contract signing. The bidder must provide a construction manager with sanitary engineering building qualifications and, within the last five years, at least two design references under separate contracts, each covering designs for at least 25 household mechanical-biological wastewater treatment plants using low-loaded activated sludge technology. The bidder must also have at least two separate construction-work references from the same period, each covering construction of at least 25 plants using that technology. The bid must price 41 lower-capacity plants, 11 higher-capacity plants and design documentation for 52 installations, and state the offered warranty period. Throughout performance, the contractor must maintain civil-liability insurance with coverage of at least 50% of the gross contract price. The successful bidder must provide performance security equal to 5% of the gross bid price before signing the contract. Contract duties also include warranty servicing and technical support, annual wastewater testing for at least 10% of the plants with samples collected by an accredited laboratory, and inspection of the plants at least once a year. Workers carrying out the specified physical construction, equipment-operation and installation tasks must be employed under employment contracts, subject to the stated exception for self-employed individuals.
