Reconstruction of the Gołębowiec and Janostrów forestry lodges in two lots – second procedure

Summary

The procurement covers reconstruction and energy-efficiency improvements to two forestry lodges: Gołębowiec (Szpikołosy 182) and Janostrów (Starosiele 76). It is divided into two lots, and bidders may apply for either or both. The works include removing the existing timber cladding and supporting structure, insulating the external walls with at least 15 cm of façade mineral wool (λ ≤ 0.034 W/(m·K)), damp-proofing and insulating the foundation walls by 10 cm, and installing or restoring timber cladding, windows, external doors, rainwater goods and sheet-metal details. The entrances must also be restored, the work area tidied and demolition waste handled. Lot 1 additionally includes insulating part of the attic. Bidders must demonstrate at least one qualifying construction project. The bid must include a separate priced estimate for each lot applied for, using the authority’s template, and the required declarations. Bid security is PLN 3,000 for Lot 1 and PLN 2,000 for Lot 2; bidders applying for both lots must provide the combined amount. The award criteria are price (60%) and warranty duration (40%); the minimum warranty is 36 months, with additional points available for a 48- or 60-month warranty. Workers carrying out physical tasks must be employed under employment contracts. The documents differ on the completion period: the specification and draft contract state 60 days, while the bid form and penalty clause state 50 days. The VAT rate also differs between documents: the specification states 8%, while the bid form states 23%; check the current tender documents and amendments.
